Dr. Chen is retired Military Colonel, Former R&D Division Director. He also was Senior Researcher, Professor and Pharmacist. His majority included Pharmacist, Toxicology & Pharmaco-immunology, Emerge Disease, Vaccine & Anti-serum, Biosafety and Biosecurity and Biodefense.

His extensive experience in managing bio-defence research programs across a wide spectrum; developing operational concepts and material requirements; conducting net assessments involving bio-defence readiness; formulating design plans and supervising construction and operation of large scale biological destruction facilities; adviser of biological products regulation, research project and bio-safety issues; Being a senior science investigator of biological technologies in pathogens detection, vaccine and anti-serum preparation, and animal model development.

Act as a DOH committee member to be a consulting expert in managing emerging/re-emerging and zoonosis diseases prevention and scientific project reviewer.

Dr. Chen also is an expertise on the biological products development, facility designation, project management and consultant. He has managed many global an national pharmaceutical and biological project in past ten years.
